The San Angelo Development Corporation (SADC) administers the half cent sales tax incentive program which promotes the creation, retention or expansion of business enterprises that create or retain primary jobs. Incentives are available to qualified businesses in the form of grants and/or loans. They also serve as the liaison to such City incentives as tax abatement, inventory tax exemptions and enterprise zone designations as well as the services of the City’s Development Review Committee.
ASU SBDC
The Small Business Development Center (SBDC) at Angelo State University offers services in such areas as developing a loan proposal, market research, managing employees, finance, and business plans as well as providing on-line training, workshops and seminars on issues common to all business owners. The ASU SBDC also provides assistance on international trade issues for companies looking to expand their markets.

The West Texas Training Center (WTTC) is a workforce training facility that serves the occupational training needs of the Concho Valley and West Texas. The center and its consortium partners provide this training via credit courses and programs, customized training, distance education, and by working with regional industry to provide facility space for company-specific training classes.

The Workforce Solutions for the Concho Valley can provide assistance with locating qualified employees for your business or training those you already have. You can directly post job vacancy notices on the Work In Texas site, and also conduct a search to match job seekers to the qualifications required for your available jobs. Workforce Solutions also sponsors job fairs that can be for all local employers or tailored for specific industries. To request information on job fairs or other services, just submit an information request form.
City of San Angelo Development Services Department
Provides assistance for new, expanding, or relocating businesses regarding building and fire codes, zoning and land use, subdivision regulations, and required improvements. Free services include comprehensive site analysis, zoning verification, and the Development Review Committee. The Development Review Committee meets on large-scale residential and commercial projects in all stages of planning and is made up of staff members from the following divisions: Fire Prevention, Planning, Inspections & Permits, Engineering Services, and Water Utilities. This Committee provides suggestions, information, and assistance regarding all development-related processes. Online tools provided for businesses include handouts which summarize requirements, interactive online mapping, and online applications. Development Services also oversees the North Angelo Revitalization Grant and the Downtown Façade Improvement Grant.
